Pennsylvania Institute for Community Living (PICL)

The Pennsylvania Institute for Community Living (PICL) was incorporated in 2001 as a single-member nonprofit corporation formed to provide a community residential treatment program in Montgomery County, Pennsylvania. PICL remains separately incorporated and is an affiliate of RHD. 

PICL is the first Integrated Dual Disorder Treatment (IDDT) modified therapeutic community residential treatment program in Montgomery County. Working with the Montgomery County Office of Mental Health, PICL developed a 15-bed modified therapeutic community residence for individuals with co-occurring IDDT diagnoses. This transitional residential program offers integrated self-help and recovery-oriented treatment along with psychiatric rehabilitation, 24-hour staffing, and placement in permanent housing.  

The program is based on a progressive responsibility level system. Residents progress from orientation at program admission to Level 4 at discharge in stages measured by gradual learning, acceptance, and the use of the psychiatric and substance abuse recovery skills, concepts, and values that are taught and practiced at the PICL Grove House. It usually takes 18-24 months for residents to reach their goals and incorporate recovery into their lives. 

PICL offers all components of psychiatric rehabilitation in its day-to-day treatment with specific lesson plans and groups organized around functional skill sets in the following areas: social skills, vocational skills, tenancy skill-building such as budgeting and financial planning, cooking, cleaning, time management, emotional expression, and coping skills. The rehabilitative process focuses on each individual’s strengths and is a collaborative process directed toward their specific goals. Goals may include maintaining long-term sobriety, securing an apartment, emotional stability, and/or finding employment.  

The foundation of PICL’s treatment is based on a recovery-oriented approach with functional strengths and skill sets. PICL couples this with residential and community treatment, and specific trauma-informed clinical practice for each individual. PICL’s daily group therapy schedule involves the aforementioned skills-based groups as well as individual therapy and substance abuse treatment.
